Mr. Kevin Westburg has been performing the duties of (PTDO) Deputy Director for Space and Strategic Warfare (SSW) within the Office of the Secretary of War, for the Director, Operational Test and Evaluation (DOT&E) since March 2025. In this capacity, he is responsible for the oversight and adequacy of operational test and evaluation for SSW systems, to confirm operational effectiveness, suitability, and survivability of those systems in combat use.
Prior to his current position, Mr. Westburg served as the Executive Officer to the Deputy Director and as a space systems action officer within DOT&E’s former Net-centric, Space, and Missile Defense Systems Deputate.
Prior to joining DOT&E in 2019 as a civil servant, Mr. Westburg held contractor positions as the space systems T&E subject matter expert at Headquarters Air Force Test and Evaluation Directorate, and as a space and cyber systems research staff member at the Institute for Defense Analyses. He also spent over 21 years on active duty in the Air Force space operations career field, primarily as a space weapons officer and space systems tester where he held test-related positions at the squadron, Major Command, and Headquarters Air Force levels.
Mr. Westburg holds Mathematics and Applied Mathematics degrees from the United States Air Force Academy (Bachelor of Science) and the University of Colorado at Colorado Springs (Master of Science), respectively. He also holds a Defense Acquisition University Test and Evaluation Level III certification and is a graduate of the United States Air Force Weapons School.
