Mr. Vincent Liddiard

Deputy Director, Operational Test and Evaluation for Strategic Initiatives, Policy and Emerging Technologies

Mr. Vincent M. Liddiard was appointed in February 2025 as Deputy Director, Strategic Initiatives, Policy and Emerging Technologies for the Director, Operational Test and Evaluation (DOT&E), Office of the Secretary of Defense. Current responsibilities include defining and executing strategic initiatives, development of guidance to implement policy, and the operational test and evaluation of emerging technology and operating procedures. He also provides oversight and prioritizes objectives for programs currently assigned to DOT&E including Joint Technical Coordinating Group for Munitions Effectiveness, Joint Live Fire, Joint Aircraft Survivability, The Center for Countermeasures, and Test and Evaluation Threat Resource Activity to meet the demands of the DoD’s complex, changing and multi-domain environments.

Prior to joining DOT&E he served as the Executive Technical Director of White Sands Missile Range (WSMR) where he was responsible for the scientific, technical, and strategic policies for instrumentation, and test capabilities. He provided oversight and integration of test programs and capability development of six geographically dispersed test centers for a broad range of Army systems at WSMR. Mr. Liddiard’s responsibilities included addressing strategic policy matters for Army Test and Evaluation priorities to ensure national defense readiness. From November 2016 to July 2023, he served as the Chief of Staff at Dugway Proving Ground (DPG) and a detail assignment as the White Sands Missile Range, Chief of Staff.

Mr. Liddiard is a founding member of the Special Programs Division at DPG where his work included Chemical and Biological defensive testing, training, and technical support for operations and exercises, explosives, unmanned vehicles, and threat evaluation. His assignments at DPG included test efforts supporting U.S. Army, other US military services, US government agencies, and foreign partners.

Mr. Liddiard holds a Master of Science degree from Utah State University, and a Bachelor of Science degree from Brigham Young University. He earned Level III Acquisition Certification in Test and Evaluation from Defense Acquisition University. He was elected and served as a city council member in Eagle Mountain, Utah from 2004 to 2008. Mr. Liddiard has received several civilian service awards including the U.S. Army’s Superior Civilian Service award and U.S. Army’s Meritorious Civilian Service Award, and the Honorable Order of the Dragon by the Chemical Corps Regimental Association (CCRA).
